- Add license section to wiki/Home-FR.md (French)
- Add license section to wiki/Home-DE.md (German)
- Add license section to wiki/Home-ZH.md (Chinese)
- Update wiki/_Footer.md with direct CMSD-1.0 license link
- Update wiki version to v2.5.0
- Update GitHub Issue #35 with current progress

Addresses OPORD F-002 (license consistency in wiki)
