CyberMind-FR 482ffaf7aa Fix portal auth and add watchdog support 
api/main.py:
- Persist default admin user on first load
- Add startup event to ensure users.json exists
- Better error handling for JSON decode errors

secubox-portal.service:
- Restart=always with WatchdogSec=30
- RuntimeDirectory=secubox ensures socket dir exists
- ExecStartPre creates /etc/secubox with proper ownership
- StartLimitBurst=5 prevents restart loops

Fixes authentication issues on fresh boot.
