VERIFY the API trigger path (`set_filters({})` → `.path` → `reconcile`) still evaluates `want=true` when armed (it must NOT disarm on an edit — confirm `set_filters({})` preserves `tor_mode`; if it doesn't, have the reconcile's `reconcile` action treat "table present" as want=true regardless, so an edit reapplies rather than disarms). Add a test that a second `reconcile` while armed re-runs the emit helpers (stub them, assert called).
